Congress has called on the White House for a clearly articulated  strategy in Ukraine. Thus far, their response has lacked the detail that the American people are owed. So my team of military experts and I  have decided to take the matter into our own hands with our knowledge obtained through becoming deeply connected to the war.  We call on Congress to leverage its separation of powers to depart from the lack of clarity from the executive branch, and enact a shift in military aid strategy which forces the administration to prioritize short-term military aid and descope / reallocate all other Ukraine funding categories.     Appeal to Appropriations Committee to Reallocate Supplemental Aid to Ukraine Executive Summary Victory in Ukraine is synonymous with defense and hinges on the restoration of its territorial integrity. We have come to a turning point in history in which the survival of Ukraine depends on its capacity to defend itself right now, and deferred aid will be futile if Ukraine runs out of soldiers able to fight. Friends, I have seen enough from my position. We have a lot of "fixers" for the problems we have today, but there hasn't yet been a solution. That's because we have been brought to the point where military action is our only viable option. Anything else would be a delay of the inevitable, at the expense of more human life. In my view, we have been led down this road because of decades of weak leadership in both Europe and America. The forgotten history of 9/11

It’s been 22 years since 9/11. Yet still, the events of that day are central to the global upheaval now underway. In the wake of terror, our country’s leaders set out to establish a precedent, that the US would not tolerate an attack on US soil. For our national security, we needed to respond. But along the way, we trusted but did not verify, and we set many weak and dangerous precedents which only emboldened our enemies. These precedents continued for years, in spite of the good work of our countrymen who fought global terror to protect the homeland. Now, we are left with a decision to make: do we let our past mistakes define our future decisions? Do we let the perceptions of our choice to go into Iraq, or to prematurely pull out of Afghanistan, dictate whether we will do the right thing in Ukraine? Russia Struck at NATO's border at the Danube ports in Izmail, Ukraine. And what did NATO do? Nothing. Instead. NATO stood by, and watched. Is this how NATO "stands" with Ukraine? How can NATO maintain its credibility as the most powerful defense alliance in the world, when Russia's war encroaches within 1 mile of NATO territory?  How does NATO accomplish it's goal as a war deterrent when strikes are made within 1 KM of it's border? Congress Made a Quid Pro Quo and Capped Ukraine Aid in the Proposed FY24 Foreign Ops Appropriations Bill

Mario Diaz Balart, Chair of the US House Appropriations SFOPs Subcommittee: I am writing with regard to the FY 2024 State, Foreign Operations, and Related Programs appropriations bill. A poignant detail in the bill, is that during the height of the invasion in Ukraine, out of all of the foreign countries being granted aid in the appropriations bill, only aid to Ukraine will receive a stringent "cost-matching" cap. The restrictive "cost-matching" framework in the policy would cap funding for US non-defense aid to Ukraine at 50% from that of the total amount of non-defense funds contributed to Ukraine from all sources.
